CALL TO ORDER

Eric called the meeting to order at 6:09pm.

PUBLIC COMMENT SESSION

A resident came in to discuss the fee policy on the LICA clubhouse patio, requested the LICA Board to revisit the Directive change to possibly increase the deposit instead of the fee.

MINUTES

The minutes for June 12, 2019 were not approved. There was a request for corrections/revisions and they will be submitted at the August 14th LICA meeting

PRESIDENT REPORT:

Eric, Dave Rahn and Jarrett Tran of Grand Manors met at the San Remo Park to discuss the LICA fence bordering with the residential home adjacent to the park. The board was updated on the transition progress with Grand Manors.

Managers Report:

Assistant manager was not in attendance, report was reviewed by the board members There have been 17 escrows opened in 2019 with 12 closed. For the same period in 2018, there were 22 escrows opened with 15 closed and 0 canceled.
The Jucar Tennis court was cleaned after damage by children inappropriately playing on the court.

FINANCIAL STATEMENTS AND TREASURER’S REPORT

Due to the transition of our accounts from Diversified to Grand Manors a very brief Treasurers Report was presented. Scott informed the board that a complete reconciliation process has been ongoing with Diversified Management. Grand Manors is collecting appropriate data for accurate entry to their system.

NEW BUSINESS

Item A. No authorization of transfer of funds.
Item B. The Holiday Harbor Lighting Proposal was postponed.

COMMITTEE REPORTS

AVIATION/COMMUNICATIONS/WEBSITE/ISLANDER:

Shana updated the Board on the General Aviation Improvement Program. Orange County Board of Supervisors approved on June 25, 2019 a plan for its General Aviation Improvement Program ( GAIP) that includes many of the elements of the Project Alternative supported by Newport beach and other cities impacted by John Wayne Airport Operations.

CC&RS/DIRECTIVES/CITY RELATIONS/LANDSCAPE/LIWC:

Directive 6 is still in the process of being revised. Directive 22 will be posted on the website. Grand Manors is updating our CC&R and Directives into their administrative system. Landscape edging update for street end parks, management needs to get bids for the projects. The LICA board has had discussions with Diane Dixon in regards to the supervote that took place in 2002 on hedge heights. Eric will follow up with the city.

INSURANCE/SECURITY/TRAFFIC SAFETY:

Scott updated the Board on the Insurance policies for LICA. Scott would like to talk with the City of Newport Beach about the possibility of speed bumps on the island.

ARCHITECTURAL/CLUBHOUSE/SNACKBAR/LITC:

Leslie discussed a prior approved architectural project by the LICA Board.
Update on contract update with Snack bar operator.
The Tennis Pro contract is still under review. Ball Mowers will be locked to prevent kids from damaging or misusing them.

SPECIAL EVENTS:

The July 4th parade and festivities were enjoyed by all.

MARINE FACILITIES/LIYC:

Summer sailing is in full swing. Thank you to the parents for not lingering in the red zones so traffic can flow on Lido. The dock hinge was repaired. LICA and LIYC is advised to look into alternatives for boat storage on the grass so it can be maintained properly.

DISASTER PREPAREDNESS/ ENVIRONMENTAL/ LIMC

Gail Reisman is doing a great job with CERT and she would appreciate more street captains. The CNB just finished another successful CERT certification class. The beaches look clean and we appreciate all residents who helped out!
The Men’s Club will be consulted for articles and pictures for the Islander.
